A customer posts a photo of a melted charger, another reports splinters in her yoghurt, and questions pile up under your latest promotional post. A product crisis often begins in the comments, long before anyone decides on a product recall. Here you learn what the EU product safety regulation requires for recalls, what belongs in a recall notice and how to accompany a recall on social media. Our verdict up front: in a recall, reach counts for more than image care. Glossing over breaks the rules and loses trust. Crisis basics such as the crisis team, spokesperson and approvals are covered in our guide to crisis communication. We checked all information on 16 October 2026; this is not legal advice.
What is a product crisis?
A product crisis is a crisis in which the product itself is the trigger, for example through a defect that puts people at risk. The IHK Bodensee-Oberschwaben (a German chamber of commerce) calls a product recall “a critical exceptional situation” that requires fast and structured action. As typical causes it names defects that were not detected during development or production, and use by customers that was not foreseen but could reasonably be expected.
The IHK Nord Westfalen counts the recall of defective products among the typical occasions for crisis PR, alongside incidents and problems with authorities. A product crisis differs at its core from social media backlash: here people’s safety is at stake, and criticism of your tone comes second.
According to the IHK Bodensee-Oberschwaben, the recall is the last stage. Before it come safety warnings, instructions for use, a sales stop, repair or replacement. For your communication this means: even a warning needs clear words and a fixed place where customers find the latest status.
What does the product safety regulation require for a recall?
The General Product Safety Regulation (EU) 2023/988, GPSR for short, requires a recall to actually reach the people affected. Under Article 35, economic operators and providers of online marketplaces must notify all affected consumers they can identify “directly and without undue delay”. They use customer data they already collect for this. If you know the people affected through a customer account or loyalty programme, you write to them directly first. According to the IHK Bodensee-Oberschwaben, the regulation has applied since 2024 and brings new requirements for product safety, traceability and recall processes.
If you cannot reach everyone directly, Article 35 requires you to spread a clearly visible recall notice through other suitable channels to achieve the widest possible reach. The regulation names, where available, the company website, social media channels, newsletters, points of sale and, where appropriate, mass media. The information must be accessible to people with disabilities.
On top of this comes notification of the authorities. In Austria, companies inform the market surveillance authority via the European Commission’s Safety Business Gateway as soon as they have recognised the hazard and decided on the measure (according to the Austrian business service portal USP). The IHK Bodensee-Oberschwaben describes the same procedure via the rapid alert system Safety Gate. Food has its own rules; in Austria, according to AGES, food inspection is the first point of contact.
Whether and how these obligations apply in your case is something to clarify with product safety experts or a lawyer.
What must a recall notice contain?
Under Article 36 of the product safety regulation, a recall notice must be easy to understand and available in the languages of the countries where the product was sold. These mandatory items also apply to your social media post:
| Element under Article 36 | What it means in the post |
|---|---|
| Heading “Product safety recall” | exactly this wording as the first line |
| Product description with image, name, brand, production numbers | photo of the product, batch or serial number |
| clear description of the hazard | state specifically what can happen |
| instruction to stop using the product immediately | as a sentence of its own |
| remedies under Article 37 | repair, replacement or refund |
| free phone number or interactive online service | link and number in the post |
| request to pass the information on | “Please share” |
Under Article 36, you avoid euphemistic terms such as “voluntary”, “precautionary” or “discretionary”, as well as any statement that no accidents have been reported. These very phrases appear in many old recall templates. So check your templates now. According to Article 36, the European Commission provides a template for the recall notice by implementing act, including in accessible formats.
For social media this means: do not cut anything that is mandatory. If the notice does not fit in the post text, put the mandatory items in the graphic and in the first comment and link to the full notice on your website.
How do you communicate a product recall on social media?
You communicate a product recall on social media with a dedicated, pinned post that reproduces the recall notice in full, and with fast answers to every question. For carrying out a recall, the IHK Bodensee-Oberschwaben names clear and understandable consumer information, suitable channels and informing retailers and sales partners.
How to put this into practice in the social media team:
- Stop scheduled posts: advertising for the same product in the middle of a recall looks disastrous. Emplifi names a crisis “Kill Switch” for this that stops all scheduled posts; Sprinklr a publishing stop when negative sentiment spikes (both according to the vendor).
- One text for all channels: website, post, newsletter and in-store notice say the same thing.
- Pin the post and make it accessible: image with alt text, the most important details also in the text.
- Prepare reply templates: which batches are affected, how does the return work, who pays for shipping?
- Involve retailers: give partners the text so they share it. The request to pass the information on from Article 36 suits social media well.
- Staff the inbox: plan more people for comments and messages, also in the evening and at weekends.
Leave comments open, because questions show you where the text is unclear. In Austria, AGES spreads recalls that companies have already published through its product recall service; you have to carry out the recall yourself.
How does monitoring detect product problems early?
Monitoring detects product problems early if you track product names with terms such as “broken”, “overheated” or “allergic” and set alerts for spikes. The IHK Bodensee-Oberschwaben writes that the GPSR has considerably extended product monitoring: alongside complaints, digital sources such as online reviews, customer feedback, reports on platforms and marketplaces and Safety Gate must be included systematically.
Set up one search per product line and exclude promotional terms so the alerts do not drown in giveaways. An alert should go to quality assurance and the social media team at the same time, because both must assess it.
Vendors name these features for a product crisis (as of October 2026):
| Tool | Feature according to the vendor | Note |
|---|---|---|
| Emplifi | spike alerts with AI detection, kill switch for scheduled posts, community inbox | listening as an add-on |
| Sprinklr | real-time crisis alerts, publishing stop on negative spikes | no public prices |
| Brandwatch | real-time warnings (Signals), image recognition, inbox | no public prices |
| Agorapulse | alerts on changes in search volume, inbox with reviews | listening as an add-on |
More tools are under social media monitoring tools compared. The guide to social listening explains how to build search queries.
What to do after the recall?
After the recall you check whether it worked and learn from the case. The IHK Bodensee-Oberschwaben names three questions for this: how many products were reached or returned, are the affected customers responding, are further measures needed?
For social media you add: what reach did the recall post have, which questions came up again and again, and how quickly did the team reply? Share the evaluation with quality assurance, customer service and management. Keep the post pinned as long as products may still be in circulation. According to recital 88 of the GPSR, there should be no time limit for claiming the remedy. How to build the lessons into your crisis plan is covered in the guide to crisis communication.

Frequently asked questions
What is a product recall?
A product recall is the return of a product that poses a safety risk to consumers. According to the IHK Bodensee-Oberschwaben, it is the last stage when milder measures such as warnings, a sales stop or repair are not enough. In the EU, the General Product Safety Regulation 2023/988 sets out how companies must inform people and which remedy they must offer.
When does a company have to recall a product?
A company has to recall a product when it poses a safety risk and other measures are not enough to reduce the risk effectively. That is how the IHK Bodensee-Oberschwaben sums it up. The basis is a risk assessment by type of hazard, probability and severity. Whether your case falls under this is something to clarify with product safety experts.
Does a product recall have to be published on social media?
Under the product safety regulation, social media is one of the channels for the recall notice if you cannot reach all affected people directly. Article 35 names, where available, the website, social media channels, newsletters, points of sale and, where appropriate, mass media, to achieve the widest possible reach. Whether this is mandatory in your case is something to clarify with experts.
Which terms should a recall notice avoid?
A recall notice should avoid terms such as "voluntary", "precautionary" or "discretionary". This is set out in Article 36 of the product safety regulation. A statement that no accidents have been reported does not belong in it either. The notice carries the heading "Product safety recall" and describes the hazard clearly. Check your old templates for these words.
Whom do I have to notify of a product recall?
You notify dangerous non-food consumer products to the market surveillance authority via the European Commission's Safety Business Gateway. In Austria, according to the business service portal USP, the product safety department of the Ministry of Social Affairs is responsible. For food in Austria, according to AGES, the first point of contact is the food inspection of the district authority or the market office. According to USP, notification is free of charge.
What is Safety Gate?
Safety Gate is the European rapid alert system for dangerous products. Via the Safety Business Gateway, companies report recalls and other corrective measures to the market surveillance authorities. The IHK Bodensee-Oberschwaben recommends also using publications in Safety Gate as a source for your own product monitoring, for example when similar products are affected.
What rights do customers have in a product recall?
Under Article 37 of the product safety regulation, customers are entitled to a remedy that is free of charge, effective and timely. They choose between at least two options: repair, replacement or a refund of the price paid. They do not bear the shipping costs for the return. State this remedy in the recall notice and in the social media post.
What must a food recall in Austria contain?
According to AGES, a food recall in Austria contains the product name with batch number and best before date, the company, the reason, a warning not to consume the product and the planned measure, such as return or refund. AGES would also like a photo of the product. An email to AGES does not replace publication.
Should I turn off comments during a recall?
During a recall it is better to leave comments open, because questions show where your text is unclear. Reply quickly with a link to the recall page and the free phone number. Turning them off makes sense if spam or insults get out of hand; in that case, openly name another channel for questions.
How do I detect product problems on social media early?
You detect product problems early with monitoring that tracks product names together with problem terms and alerts you to spikes. The IHK Bodensee-Oberschwaben counts online reviews, customer feedback, reports on platforms and marketplaces and Safety Gate among the sources companies should include in product monitoring. Set up alerts so that quality assurance receives them too.
Which tools help in a product crisis?
In a product crisis, tools with alerts, a shared inbox and a stop for scheduled posts help. Emplifi names a kill switch and spike alerts, Sprinklr a publishing stop on negative spikes, Brandwatch real-time warnings and Agorapulse alerts on changes in search volume (all according to the vendors, as of October 2026).
